Right click your desktop screen and select Personalize and it will let you select a picture to use as the desktop.
After you select the picture check out the Chose a Fit option to adjust the way the picture shows.

A portable widget you can drag anywhere on the desktop, select from frames and photos:

How small do you want it? Any image or shortcut to an image that you put on the Desktop will display a thumbnail of its image as its icon. This is a shortcut to the image I used to make my avatar.

    - Use Windows Explorer
    - {Window Key} + E
    - Select the Folder

    - Tab [View]

    - [Options]

    - [Open Folder Search Options]

    - [View]

    - Uncheck [Always Show Icons, never Thumbnails]

    - [Apply]

    - [OK]

That's really the same answer as the previous post by member Bree. The limit being the icon size.

As I mentioned in the other similar thread, DesktopPic is purpose-built for this request. In fact, it was this thread and the other similar thread that inspired me to write it.

Another way that you could place a small image on the desktop is to simply give the illusion of using a small image but make it part of a full screen size image. Let me show an example. In this example I will use PAINT, but you can use photoshop, or any app you want. The concept is the same.

Start by creating a canvas that matches your display resolution. For example, in paint I am setting my image properties to 1920 x 1080 as you can see in these screenshots:

Next, I'm going to fill the entire canvas with the color I want in the background. I'm simply placing it on a black background in this example:

Next, open your small image in something like the Windows Photo app, adjust if you wish, and then select "copy".

Finally, paste it in paint or your preferred app.

Position the image where you want it on your canvas and then save the final image. Now you can simply use that as your desktop background.

To summarize, you have just created a desktop background image that matches your display resolution, but you've placed a small image on that background in the location of your choice.

DesktopPic does that with its Stamp feature with far less effort and with an easy undo (i.e. a Restore button).
