If the DVD plays on a DVD player, and not on your PC, you should concentrate on your PC. Does your PC play other DVD's?

As I said earlier, Microsoft removed all Media Centre features from Windows 10, including Media Player's ability to play DVDs. You need a 3rd-party solution now, such as the free VLC Media Player. As a sop to those of us who upgraded to 10 from a Media Centre edition, we got Microsoft's 'Windows DVD Player' app as a free update (others had to buy it). Basic, but does the job.

I recommend checking videohelp.com Quite useful, as is this forum.

You were right.

I just did not realise that none of the video playing programs I had installed would open a DVD.

VLC Media Player is now installed and opens my home made DVD as well as commercial ones perfectly, so far.

And, its free.

Few did, but it was in the small print for 'feature deprecation' from the day 'Get Windows 10' first appeared on our eligible systems

I would say VLC is definitely an essential program for every computer, especially those running W10 as the whole aspect of 'media creation & playback' have become quite limited.

Ms Soft's logic of including a DVD burner but not a player is eluding me.

For a computer to support DVD playback, Microsoft points out, it must support the MPEG-2 codec as well as the Dolby audio codecs. That costs money – around $2 per Windows license for MPEG-2 licensing alone, apparently – which is either passed on to the buyer, Microsoft, or the PC OEM.
