How to force proper Windows titlebars and borders for ALL windows?

Why do certain windows in Windows 10 have no decent title bar and no borders?
E.g. "normal" windows have a title bar and a visible border that changes to the "active" color when that windows receives the keyboard focus. But other windows (most notably example: Outlook 2013) have no such frame, i.e. there are no borders around that window and hence one has no indication that this window currently has the keyboard focus. It is also almost impossible to hit the border on such windows to e.g. resize it: the range where the cursor changes to the drag symbol is one or two pixels only and it is almost impossible to press the mouse button without shifting the mouse when trying to grab such a border.
I find that annoying and irritating! Can one somehow adjust or force that ALL windows should have proper borders?

Hi, the border is under the control of the programmer. There is the Windows default style of border, and then individual programs may be implemented with a quite different style. Many multimedia programs are like this, for example. This is frustrating where, for example, utilities add buttons to the border, and so fail to do so where the border is non-standard.

You might find Alt-drag of interest - it would give you a different approach to resolving your problem (freeware):
