How can I stop an admin from closing a certain services.msc service?

I don't want a user with admin privileges from closing a service.
I've found a guide here, but it is outdated
If preventing them disabling a service is impossible, then I'd be happy with just preventing them accessing services.msc or forcing the service to restart automatically.

The service is not part of

Is the computer a member of a domain?

    I'm not sure.

It's actually two accounts on one computer. I have severe internet addiction, and the service in question helps keep me focused, so I set up a second account to block some things and I was going to give the password to a friend.

Domains are primarily used in a business or large network setting. It requires a computer running a server OS to act as the domain controller.

There is no capability in Windows to limit an admin level account.

    Thank you for your reply.

In that case, I'll just remove the admin privileges and put an extremely long admin password in a picture so it is to hand if I need it.
