When I open Windows Fax and Scan there is a Welcome Letter and that's it. Under Setup>Advanced>Current Location, I can locate the folder. The inbox has all my faxes in it. Why do the not show in WFS?

While I don't have proof of this I think something happens if you move your documents. There maybe other reasons for this but as I moved my files, using the Window processes I think something brakes. So here goes, yours scenario maybe really different.
When you went down the Settings, Advance, Current Location you likely saw your files were in C;\programdata\microsoft\windowsnt\msfax. Now if you look at your "Documents" you likely see a folder called "Fax". Inside that Inbox there is likely just the Welcome fax. I suspect that there is a Windows' Link or Junction point, when it comes out of the box, that steers your requests from the Documents\fax\inbox to the Programdata location. If moved I think the logicmay become corrupted. I moved mine and then moved it back. Maybe it is the move back.
Anyway if you go through your documents, into the fax folder and then place a new tif file in the inbox you can start Windows Fax and see if the new fax (tif) appears. If so, I think the link / junction has been corrupted and it can't see the inbox down the programdata path. Same for Sentitems.
Again, yours could be totally different and I may have caused my issue my moving the location and then resetting it.

Thanks for the response. I believe you are correct about the Link / Junction being corrupted. I finally got the Inbox to populate by running WFS as Administrator. However it is pulling the faxes from C:\Documents\Fax instead of C:\Programdata\Microsoft\WindowsNT\Msfax as shown in Settings> Advanced. A new fax came in today but doesn't show in the inbox. It is stored under C:\Programdata\Microsoft\WindowsNT\Msfax\Inbox. I copied the fax over to C:\Documents\Fax to see if it would show up. It didn't. Still trying to figure this out.

Not exactly sure of what will happen so make a backup if you try this.
Have you tried moving the Fax folder. You know when you go down through Setting, Advance etc to see location, there is a move. You might be able to move it to Documents.
Also do a restore point.
What I would hate to see is a pointer pointing to Programdata and then you creating a move which points back to Documents. Round and round we go.
Yeah, I tried that. When I move it to Documents, which is where WFS is actually pulling from, the Inbox is blank. There has to be a way to fix this link.
or create a new one. Kari has a tutorial on links, junction points in the tutorial section that you may want to review.
