Caught in 64% loop. Really confused on how to fix it.

I'm new here so I hope someone will take pity on a noob who's confused and frustrated.

I've got Windows 10 64 bit on my Toshiba Qosimo X-70. I sold it so I used the Windows 10 settings to try to wipe my files and reset Windows. It got caught in a loop and stuck at 46%. I fixed that problem by editing the registry. So it at least started to reinstall Windows and my drivers. But then it got caught in a loop at 64%.

Will downloading the Windows 10 ISO from Microsoft fix my issue or should I just go buy a copy of Windows Home 64 bit and reinstall? I don't have another laptop so I'd be trying to use the ISO from a USB drive.

Just run the ISO download and tell it to not keep your files and programs when you run the installer.

I'm having the same problem on my acer aspire laptop. I reset it and it's stuck in a loop. I can't use the console thing because it shows 64% for about 2 seconds. I don't have any Windows 10 on disks or usb so that is out of the question. There is just a menu that pops up when I press F2. Please help.
