    I'm out of ideas. I tried all sorts of things but sysprep is not working properly for me. I have one last clue: Maybe the dropbox background services are preventing sysprep from working normal. Or maybe something went wrong during the anniversary update?

    I think that our best option is for me to just download an English Windows 10 ISO and not waste any more time on this very wierd problem where I cannot find any information about nor on the Internet or on TenForums. I think that something with my PC is wrong.

    Same here. I've run countless tests, used this method in countless installations. I simply can't get it to fail.

    I'm wondering if @SwissExcel got it to work, after all, they were the original poster:)

    This worked perfectly for me. Many thanks.
    In my case, my Dell Inspiron came back from a comms board repair with Windows 10 reinstalled in Dutch (Why reinstall the OS?) To save send it back for another couple weeks, I agreed to the language pack solution, only to find many remnants in Dutch. The sysprep solution did take several hours to complete and appeared to hang at several points. However, I ignored those pauses and let it run its course. The result seems perfect.

    Thanks for this tutorial, i tried many things but this sysprep fixed my partial language problem (it was on task bar rightclick).
    For notice, it reset my taskbar icons which i pinned like chrome etc.

    Unlike Android tablet, Windows 10 fails to translate 100% into other language after initial installation.
    Obviously only clean install can convert language 100%

    When trying to convert Windows 10 from Finnish to English with sysprep.exe there still remain occasional Finnish words
    network -> verkko
    in Device manager still many Finnish words for example storage controllers -> Microsoftin tallennustilojen ohjain
    Computer management -> on the left content tree many Finnish words.
    These were just few samples.

    Comment is based on my failed personal attempts today.

    Hi Kari,

    It has been years since you posted this but I really need help. I had the same problem as the original poster, followed your instructions to fix it. Although it seems it might have worked (i.e., everything seems to be in English now), a kind of a more serious problem has emerged: I can't open the settings (see video). I tried resetting multiple times (first without deleting data, then complete reset) and the problem persists. Now I can't even repeat the sysprep trick, maybe because the last reset made me sign in with a local account that doesn't have admin rights and I can't change that because I can't open the settings. I would be extremely grateful for your help!

    To make changes to your account, instead of UWP settings, have you tried Control Panel\All Control Panel Items\User Accounts?

    X resets later and after choosing German when setting up Windows again, things seems to be working again. Changing the display language conventionally through the setting seems to have worked better this time, too. Only a few things are still in German but I guess I can live with that. Thank you for the help!

    @balout,
    Assuming your default system language is German (de_DE), after you changed the display language from German to English, is now the data of the WindowsOverride value of the following Registry key en-US or de_DE?

    HKEY_CURRENT_USER\Control Panel\International\User Profile

    Could you please right-click on the Start button --> Windows PowerShell, run the following command, and post the output?

    Reg QUERY "HKCU\Control Panel\International\User Profile"

    The output has nothing to do with your problem, but I am curious to know the output.
