If you are referring to the Start Menu, there would be no reason to have it under anything when you clicked on the Windows icon. The whole purpose is to show it on top of everything else so you can select the program you were looking for.

If you are referring to the Taskbar at the bottom of the screen, it doesn't have a 'behind' setting, but you can hide it by right-clicking on it and choosing Settings. There two options for hiding it, one for desktop mode and one for tablet mode.

If you have an application opened in full screen, 'throw' your cursor to the edge of the screen and the taskbar should reveal itself:

Borderless is still a window. It just doesn't have a border around the edges. Therefore the taskbar will always be visible unless you hide it. Games that play Fullscreen mode are the only things that hide your taskbar.

What do you mean by "Gone", taskbar hiding function is still there ?
It's up to a program/game to decide to cover it or not.

Gone = can't play and do what i want without taskbar covering the most important part of the monitor... \ didnt used to do that before so why is it "back"?

Again, some games run in borderless mode. That mode is still a window. Therefore the taskbar still shows up. Games that run fullscreen take over the entire monitor and the taskbar is not visible. They are 2 different modes of operation. I don't play Eve online but I'm pretty sure it is a fullscreen app.

And I did answer the question. the hide the taskbar function is controlled through Settings > Personalization > Taskbar or you can right-click on the taskbar and click on Settings there.

Now, if you want borderless games to take over the screen, read this thread. It has an app that can help. However, as with all downloads, use caution.
