You might see if using cmd in the Program/script field instead may work better to run the .exe file for SpeedFan in the "Add arguments" field.
If that still doesn't help, then you could use the method in the tutorial below to create an elevated shortcut of SpeedFan, and place that elevated shortcut in your Startup folder.

I have to run a .vbs file, which includes other codes besides those to run speedfan.exe.
I just found a simple solution: set 'Delay task for' to 1 second under 'Advanced settings'.
The .vbs file is now run at system startup. I think it is a bug in Task Scheduler because the same problem existed in the following cases:

I question whether that change alone is what worked, given that 'Run only when user is logged on' and 'At system startup'. would seem to conflict. To me, "when user is logged on" means that user log on had occurred; which is false at startup.
In thinking about this, keep in mind that task scheduler does have 'At log on', a separate trigger option.
I can tell you that the cited change was not a solution for me.
