Cannot Boot at All

So, my computer gets stuck at the spinning circle on boot. Nothing else happens.
I've tried doing a system restore via USB, but is unable to because it has some issue with the hard drive. It told me to run chkdsk c: /r. I did and it finished in about an hour. On the first stage, it said it deleted some corrupt thing and fixed windows files.
Still didn't boot.
I've tried doing the reset, keeping my files and it just says there was an error.
The last thing I've done on my computer was run CCleaner because it said I had 25 gigs to remove.
They were from the old Windows install. I don't think that caused it?
Another weird thing is that the last system restore was from yesterday. (This started yesterday when I turned my computer on.)
It was from 1pm, when I wasn't home and my computer was unplugged. Did it try to start and couldn't? It usually has some power left.
Going to Startup Repair gives me the C:\WINDOWS\System32\Logfiles\Srt\SrtTrail.txt issue.
The log claims there were no errors and that the OS booted fine. I can use the cmd from the Boot Manager, and then open notepad from there. I also see all of my files on the C: drive.

Any idea on how to fix this?

Backup the data files you want to save, delete all the partitions on the hard drive and do a clean install.

Any idea on a good program that lets you copy files over? It has to be a bootable USB.

Windows 10 Recovery Tools - Bootable Rescue Disk - Windows 10 Forums

You can use regular file explorer, or you can use Macrium Reflect (included) to make an image of the entire partition or hard drive (you'll need an external hard drive to save it to, though).

I have one that has enough storage, so I just use Macrium Reflect? Put it on the usb and boot from it?

Put Kyhi's Recovery Tools on a USB and boot from it. Macrium Reflect is included in his recovery tools

Alright, going to download the iso and put it on the USB.

Question, can I use the Windows recovery usb to install windows?

If it has setup.exe in the root folder, yes. You can do it from inside Kyi's recovery tools, either plug the Windows 10 USB flash drive into a second USB port, or you can remove Kyhi's recovery drive and insert the Windows 10 USB in it's place. Then run setup.exe from it.

My external HDD is not being detected. I've tried plugging it in before starting and after.
Does it not show in the file explorer?
Edit: It shows up now.

Also, how would I copy my data with the program?

Sorry, this is very new to me.
