Power Options missing

I am having difficulty with Windows 10 shutdown.
There is no power options in shutdown from Start
Alt- f 10 does not show the options listed in winnows key sh9ortcuts
Hovering the mouse at the lower right of the screen does not produce shutdown options
The computer is HP Envy 214 with windows 10 . I am using forced power off

Open Settings and type pow in box as shown....

For now, are you able to use one of the options in the tutorial below to shut down the PC?

I put this small .bat
on the desktop as a shortcut.It works!
@ECHO ON
Color F0
cd\
rem Shutdown Computer
shutdown /p
Pause
Press any key to continue...
exit
