Check your BIOS for another setting for your CPU Cooler fan. You should have one. If you are talking about the PSU fan, that only deals with the PSU temp and running a stress test won't affect that significantly.

You might also want to try the excellent freeware program SpeedFan. If the program can recognize the temperature sensors and fan controls in your laptop/tablet, there's an excellent chance it will let you manage as you'd like to. Give it a try, and see what happens.

Should be the last update here. We're up and running! Everything looks fine.

    Current temps
    CPU 42c
    GPU 58c
    HDD 40c
    MOBO 46c

The PSU fan is spinning at this temp. I'll keep an eye on it while gaming to see where we are.Going to monitor for a week before returning the EVGA PSU. Any other questions before marking this as solved?

As far as I am concerned, if you are satisfied with the computer, nothing else is necessary. If you want to make any changes or improvements, we are very willing to help.

Congratulations on getting it running again. You did well.
