No Icons at all on Windows 10 Pro (14393) (NOT DESKTOP ICONS)

Having an odd problem which I do not know how to fix..

I don't really have any icons at all, except for Windows Store & Microsoft Edge. That's it.
I've tried running sfc /scannow and rebuilding the icon cache but that's not helped.
Tried running a virus scan/anti-malware too.
I have tried googling around but can't seem to find much as it I can only find stuff that relates to desktop icons.
    I'm using Windows 10 Pro (14393)
Any ideas? If you need any extra information, let me know!
    Thanks

EDIT: I have read that it may be caused by a faulty update, however, I cannot roll back as I have not backed up. And to top it all off there are no updates available.
Also. The start screen is completely fine. No errors there.

If i try and browse for a file using another program, all the icons are fine. What is happening?

Comes and goes on my PC. Sometimes logout-login works, sometimes not. Ditto restart. From memory seems to happen when I'm using Firefox 50 after an hour or so, or downloading many wallpapers. Haven't tried to fix it yet.

Hmm. I've tried logging in and out and restarting a few times. Nothing :/

zer0 did you rebuild the icon cache using Brink's method or another one? Reason I ask it appears Icon Cache is situated in two folders as outlined in Brink's tutorial and some internet solutions mention just one location. Hope you don't mind me asking.

    Fixed by re-installing Windows. Sigh.
