How do I change the order of explorer items on the Windows 10 taskbar.

How do you change the order of any folder (explorer) items on the Windows 10 taskbar?

I am able to change the order of programs, but not any folders I have open. I try dragging them, but they don't move.

    Thanks

Internet Explorer browser or File Explorer file manager? I don't see individual Folders on my Taskbars, only the programs. If I have 2 or more File Explorer instances open the Folders tend to stack, one Folder icon visible and holding the mouse over it pops up a list of what I have open. Same for many other programs. The blue bar underneath the icons show what is active.

    File Explorer, not internet explorer.
That is because your computer has Combine Taskbar Buttons enabled under the taskbar settings. I don't want to combine mine. I like to see them all at once, and I want to be able to reorder them like I can reorder my programs.
    thanks.
