SlateEnable was always 1 on both systems - the only one that ever differed was Enabled.

Thanks for all the input. At this point I've spent so insanely many hours on this I'm kind of feeling like just giving up and doing manual rotation with the hotkeys...

When I was downloading drivers for my Dell system, in case I do a clean install, I noticed the Serial to ATA drivers. I know many devices such as GPS use Serial I/O to communicate with a system. You don't mention those in the Clean Install section of your original post...

Have you verified their working and loaded the Serial drivers available at Lenovo?

    Yep.

    1) No missing devices in Device Manager - it got everything from Windows Update
    2) But just for good measure, I tried manually installing everything from Lenovo too. No difference.
    3) I also compared the versions of all the sensors-related drivers, and they were the same (mentioned in points #6 & 7).

I just clean installed on this Dell. Before I reloaded the Dell drivers, the Rotation option was not visible. After installing all drivers, the Lock Rotation came back and seems to work normally.

I reloaded Sensor drivers, Thermal Framework, Serial, I/O so possibly one or more of those was involved.

If there is some device you would like me to check on my system, let me know.

Yup, all those mentioned drivers have been installed from Lenovo, as described. Thanks for the offer, tho :)
