No drag and drop in Windows Explorer (and other oddities)

Hi, a botched Win7 update on windowsupdate forced me to reinstall Windows, so I went Win10 10130.

Got most of the stuff working the way I want by googling and the help of way cleverer People than I.

Here's what I cant - for the life of me - figure out:

I cannot drag and drop within Windows Explorer (sort of)
    - I can drag and drop within the same Folder/subfolder structure, e.g. on the right side of Windows Explorer I can dnd a file to a subfolder but I cannot dnd a file over to the left side (This PC) to any of the folders, nas drives, san drives or local drives (shows red crossed through circle)
    - I can dnd e.g. an Image file from Internet Explorer to any folder or location in Windows Explorer
    - I can dnd any file from Windows Explorer to the Desktop but not the same file from within Windows Explorer to the Desktop Icon in Windows Explorer
    - I can dnd files from Windows Explorer to applications (e.g. Video, Audio) to run
    - I cannot dnd with my elevated user profile (admin), not with the hidden admin account, nor with any other account I created and tried
    - I can basically just dnd within the active Details Pane

Explorer.exe crashes with Memory Error on logout/shudown
    - Read up here and other places and apparently no one really knows why this happens, so I suppose I just wait for another build or RTM to fix this

Make my elevated user account a real Administrator account
    - Is there a way to give my admin account the same unrestricted rights as the hidden real Admin Account?
    - Yes I know the risks, no I dont care, I want real unrestricted admin rights on my machine

iPhone camera roll Images transfer to This PC drives
    - When transferring images from iPhone (cut and paste to a local drive) Win10 is incredibly slow and doesnt really update the progress bar...anyone else experiencing this too?

Important to me is really only the drag and drop thing, the others I can live with but if anyone has feedback to those, please share. Thanks.

So all drag and drop works except dragging from right pane to left pane. That's weird. Do you have any explorer extensions installed?

The explorer crash is a well known issue and happens to everyone. It only happens when you shutdown using the power button in the start menu, all other forms of shutdown do not exhibit the problem, as such it's a start menu issue.

You can turn off UAC, but doing so is not just a bad idea, it breaks a lot of things (Spartan, for instance, won't work without UAC on, neither will any other Universal app, including Settings). The time has come when UAC simply cannot be turned off without too much pain. Just deal with it, or stay in Windows 7. That's really your only two options at this point.

Regarding the iPhone images.. I understand there are some iTunes issues with the recent builds, so maybe it's related to that.

Thanks for that. Yes, that is correct, I can not drag and drop from right to left pane. Also not within left pane. But it works within the right details pane.

I will check explorer extensions with process explorer when back at pc. I did not however, install any. But who knows what apps install as additional "enhancements".

Pitty no one figured out how to "copy" the hidden real admin's permissions to a normal user admin account.

The admin account doesn't have UAC access either, and can't run any Universal apps.. in essence, the admin account is now going to be useless for administration purposes.

So, tried Safe Mode, not working either. Tried disabling all startup items and disabled all non-ms services, no use either. No weird or unknown processes in Process Explorer either. Verified permissions and checked policies, neither seemed off or wrong.

One oddity though. There seems to a a configuration option where one could enable context menu and drag and drop for the start menu. Dont think that influences windows explorer but I thought I'd give it a shot. Fun thing, I dont have the Start Menu tab under properties (just missing) nor do I have that specific local policy mentioned at all (not just disabled, it's not listed at all) under taskbar and start menu.

This must be a permission setting or app interfering. When I dnd from the right to the left pane, the move symbol changes to the No (red crossed circle) when crossing the panes divider. It does not just not do what it should do or throw an error message it actively tells me I cannot do it.

Anyone an idea I havent tried yet? You dont know how timesaving drag and drop is until you cant use it anymore.

You can always try the following:

    Dism /online /cleanup-image /checkhealth
    Dism /online /cleanup-image /scanhealth
    Dism /online /cleanup-image /restorehealth
    sfc /scannnow

    Hmm...I replied to this.

SFC all good. So was DISM.

This is driving me nuts! :-(

Did you do them in the order I specified? Did you reboot afterwards?

If so, then the final thing I can suggest is creating another user and seeing if the problem persists.

It could be a Display Driver issue, it could be a mouse driver issue, it could be a shell configuration issue... it's hard to tell.

Yes and yes. I've tried updating to 10136 but that didn't work either (apparently some known error) to see if it would fix this but now I'll wait for another build to drop.

I'm suspecting my Logitech mouse, a Shell config or permission issue. Even though I dont know how this could be.

Created a few different user accounts (including activating the hidden admin account), no difference.

I have two more issues, one more of a question/weird config thing and one a device attached that's not working and I cant figure out why. Should I open a new thread for those?

    @ loungebob :
I read this somewhere, give it a try:
Press Esc in the midst of dragging, it's been rumored to reset the DnD feature.
    Also try some others Shift/Drag,
    Ctrl/Shift/Drag or,
    right click Ctrl/Shift/Drag.
