Windows 10 Reboot loop?

It' is the basic XPS Tower http://www.dell.com/en-us/shop/produ...p/fdcwvmax101b it's a recent new design and it's probably one of the worst I've ever seen. I'd recommended it based on the old design which was a relatively normal mid size tower and when she ordered it this is what showed up and I was really rather miffed. This new chassis doesn't even have normal 5.25 drive bays for DVD / Blu-ray drives and it uses a slim notebook like DVD drive.
