Change defaults for "choose privacy settings for your device"

This is driving me nuts. I got this working once, but for the life of me I can't remember how I did it.

can be changed by with reg files, cmd scripts or even copying the group policy folder into the the system32 of the install.wim file.

However, when the choose privacy settings for your device screen appears, it still looks the same. I want it to look like this when it starts up. Imgur: The magic of the Internet


Because that's what the settings actually are.
