Like an idiot, I updated my windows 10 to the "anniversary" edition. It removed Private Firewall and when I tried to reinstall it fails and gives me the message "Windows installer service cannot be accessed."

Go to Start/Search and type services.msc, right click the services results and Run As Administrator, in the Elevated Services window, scroll down to Windows Installer Service, double click it, Start the Service.
If that doesn't work you can roll back the Anniversary Update to a previous build
