The OP wanted to restart the computer without updating and use Windows 7 instead. Windows 10 update didn't give them a choice and did the update first. They had to wait until the update was done before they could use the computer. Outside of a hard shutdown(not recommended) I don't think you can stop the computer from updating first.

You can't. The install process locked the bcddata to start the update. Brute force would have made it worse. Could roll back.

Once installation of updates that require restart starts, there isn't much to do. You can lock screen, switch users or start Virtual machine... Advance users will plan this situations and use restarting with given credentials to finish install in non-active hours...

Automatically finish setting up PC after update

    • Some updates require you to restart your PC and sign in to Windows in order to finish installing the update, which means you might sign in to Windows and find you can’t use your PC until the update is finished. Windows 10 helps prevent this from happening by allowing Windows to use your sign in info to create a special token. This token is used to automatically sign in after a restart, finish setting up your PC, and then lock your PC to help keep your account and personal info safe.
    • To use this option, select the Start button, select Settings > Update & security > Windows Update > Advanced options, and then select the check box next to Use my sign in info to automatically finish setting up my device after an update.
    • Note: It’s recommended you turn on BitLocker when using this option. This option isn’t available if your PC is joined to a domain or if work or email policies are applied to your PC.

It's 2016, so there's a very simple, easy solution to this. Virtualize. Very little reason, if any, to dual-boot anymore.

Yes, VMs are nice. I have 7. Can be a little daunting for normal user, not that dual is not. Home doesn't support Hyper-v, so VMWare or something. Hyper-V and other V machines are incompatible in same OS, so I dual (quad) partly for that reason, among others. But, that's all way off course for the OP's issue. Back to topic........

VMWare Player and VirtualBox are completely free, and eliminate the OP's issue. Much easier, in my opinion, than messing with bootloaders.

Are each of the OS's on different drives, or both are on the same drive as different partitions ?
Do you use Legacy BIOS or UEFI ?

Post a maximized/resized screen print of Disk Management showing all info using these instructions:

Have you tried EasyBCD (free) to see what it shows ?

You can download the free version without entering name or email.

I'm with David, I have multiple OSs on separate drives but BIOS is set to boot from W10 SSD, Each time there's a need to reboot due to an upgrade or update, W10 "Hijacks" boot process until finished. In my opinion, that's a good thing although I set OS boot default to start after 5 seconds.
Only way to delay process is to boot from another disk with other OS on it by changing boot device from bios.

Howdy... I thought I'd stopped Win10 interfering with my dual boot options (selecting Win10 or Win7) but last night showed that disabling Fast Startup isn't enough.

Wishing to switch over, I used the “install updates and shut down” option, so I could defer the lengthy Win10 start-up til next day. Then I switched on my PC a minute later, to fire up Win7 - and the dual boot option had been hijacked by Win10 so I was forced to let that Win10 update happen that night, after all.

I was denied use of the computer for FIFTY MINUTES.

And as for what I think of the Win10 changes - desktop gadgets gone, screen res wrong, daft messages about how I need to "fix" my Microsoft Account - I'll try and deal with that mess later.
If I'm not mistaken, once you use the "install updates and shut down" option, Windows Update is set in motion and should be left alone to finish its job. If you don't let it finish, you wind up with a mess like you seem to have.
