    Take it from someone who has had to keep multiple windows open on two monitors. You cannot get anything done if your work wants you to work on a tablet vs. a Desktop interface.

    You can create App Tiles for them to have in the Start Menu. But you will also have the headaches that no one can easily get work done when the tiles keep crashing or that they cannot quickly switch back and forth during a copy and paste, or having to have two sessions open at the same time.
    These are users that only access very specific programs. And they will be driving while using the computers. They need to be able to quickly tap on the app that they need to use.

    Sounds like you need to go into the registry and set the device to think its natural state is Tablet Mode. Not something I've tried, but you could start by looking here...

    Tablet mode settings are found in the registry under [HKCU\SOFTWARE\Microsoft\Windows\CurrentVersion\ImmersiveShell]
    The two important keys for you are TabletMode and SignInMode (you may have to create them).
    TabletMode:
    0 = Off
    1 = On
    SignInMode:
    0 = "Automatically switch to Tablet Mode"
    1 = "Go to the desktop"
    2 = "Remember what I used last"

    I tried this before posting here. It didn't do anything for newly created profiles after the setting was enabled.

    You do realize that it is illegal to be accessing a computing device while driving. The user is going to have their eyes off of the road when they are fighting Windows and it keeps failing to do what they need, because it is locking up.

    The user still has to type in information either on the screen or on a keyboard, hoping that the OS does not lock up or crash on them.

    If you do want to do this, then use real tablets with Blue Tooth Keyboards. Then have someone actually write the software for say Android for them to use to do stuff. Laptops or combo's like the Surface get hot and require a lot more electricity then say a Samsung large screen tablet.

    If you do not believe me about the whole touch screen and headaches in the vehicle, then you may want to schedule an appointment to talk to your local police department and have them show you what they go through and that the systems are set up that they are running specialized software on Windows 7 or even with Linux as the OS.

    It's for the Police Department. Requested by them. For use on their already touchscreen laptops.

    What, like a SatNav, you mean? Those are legal to use as they are operated by a single tap - as will (I presume) the heavily customised devices City User is trying to create.

    Right, making Windows would make all the software they need to get to easier to use/find. It would also make them one tap. Look, I need to go to this area.
