    The one on top is in Tablet mode. That needs to be changed. Click on the action center by the clock and click on the tablet mode button to change to regular mode.

    The first one is from Build 14915 in full screen, the second one is from Build 10586 in full screen regardless of tablet mode.
    (Notice the position of the user icon and the All Apps 'hamburger')

    The one on top is not tablet mode. Not from what I see on this PC. I run triple displays and you can only run tablet mode with a single screen. Windows won't let me switch to tablet mode on this PC. What I see matches the top screen shot posted. I'm set to use full start screen and show more tiles. Show most used and show recently added is off.
