    What is the "Settings" app?

In the "Let apps run in the background" setting, one of the options is "Settings". What is the Settings app, what does it do when running in the background, and (more importantly) what will change if I don't let it run in the background? I It's the only application I still let run in the background.

    Hello pokeefe0001, :)

Settings is basically a new modern version of the Control Panel. I don't think it'll affect anything if you let it run in the background or not other than it not having to fully load each time you open it.

Many elements in the Settings App will load quicker if you let it run in the background.
A prime example is showing your Offline Maps and and any pending updates.

I understand the value of letting programs run in the background ... if the applications have value to me in the first place. I've disabled or uninstalled as many of the Windows "Apps as I could and ignore the rest so I long ago prevented them from running in the background. (I have no need for any that I've seen so far.) I obviously change settings, but I can't think of any reason I would want it changing anything in the background when I'm not requesting a change. I have trouble getting my head around the idea that Settings is an application but Control Panel is not.

Settings is not your ordinary, conventional APP like Weather, News etc. I's part of the system and is supposed to keep changes as well as to make changes to system behavior.
If it wasn't there and running you wouldn't be able to change that "Let apps run in the background" thing either.
Furthermore it doesn't have a service or process assigned to it so it's not taking any "precious" resources.
