Desktop not responding - can't use PC at all

Hi, a couple days ago I booted my PC and when the desktop loaded nothing would respond. The mouse moves around the screen but clicking anything or dragging Windows doesn't work.

Ive tried SFC /scannow and running a threat scan with malware bytes in safe mode (the PC seems to operate fine in safe mode), possible I have a virus as I've been without Norton for a week but I'm not convinced it is a virus as I haven't downloaded anything dodgey or visited dodgey websites from what I remember.

I I tried running a system restore to two different restore points within the last month, both displayed this error after running for a while (see imgur link photo attachment)

I'm stuck, I don't know what to do next to fix this issue.

If you need anymore info just ask, I'll respond promptly.

Cheers in advance for any help!

Do you have an image backup that you could restore, instead of the restore point? It will rebuild the entire boot/sys drive so it shouldn't fall prey to whatever borked your System Restore. Sounds like that's the next logical step in the recovery process. Otherwise, you may have to perform a clean (re)install.

There is nothing to lose trying a repair install first so you don't have to reinstall all of your programs - see Repair Install Windows 10 with an In-place Upgrade
