Hi, I still have this same issue despite having latest updates. Adjusting the taskbar settings does not help. The issue has arisen since the anniversary update and goes away if the anniversary update is removed so it is not related at all to the auto hide taskbar option which has been present since early versions of windows.
Any program flagged as "always on top" triggers it, even the windows calculator when set to be always on top will also force the taskbar to also be always on top.
An example in my case would be wanting to watch a video tutorial for something with the program itself running borderless fullscreen in the background, before the anniversary update I would just have the program and the video showing on my screen, but since the update I would instead now have the video, the program and the taskbar showing where the taskbar is covering up some of the program controls making it unusable.
I know how to turn autohide on and off, and even have a keystroke setting to turn it on and off without going into the settings, thanks to 7TT. But what I want is to change the "always on top" to not be "always on top". I did, again through 7TT, find a way to do that but basically it messes other things up. Like the start menu.
Anyway, here's to hoping microsoft can make that more flexible and add configuration options in the future.
hii, I dont know what I do in options, but youtube, google crome, mozila is in ful screen (F11) work normal with out taskbar on top, but adobe Photoshop is not on top and have a bar down and some of option i cant use while adobe is in ful size please help,

Hi there, don't know if you're still being affected by this but it happened to me and I was able to solve it.
Try unpinning all items from your taskbar and then repinning them. This seems strange but it worked for me.
Oh my, this worked!! Thank you so much, it was driving me crazy for a while now. I even reinstalled Windows twice, tried to disable all updates and so on... but I still somehow managed to get the Anniversary update and it would randomly malfunction! Time to investigate how I can permanently and properly disable updates on Win 10 Home because this OS just gets more and more rubbish whenever M$ tries to update it. :|
I'm up to date but this problem didn't show up for me until sometime in December. Just got around to looking for answers. I tried the other suggestions in this thread with no result, but this worked for me. I didn't even need to close my browser. Should have known it was something weird like that. In several versions of Windows I've run into some problem that something similar worked to fix it. Just gotta find the right weird thing to do!

Have the same problem, and i would love to try out the unlocking icons suggerstion but nothing happens when i leftclick icons.
"Start" button and that new on on the left side is also dead.
Edit: found some way to unpin everything with a bat file and it didnt help.

go to Task manager then find windows explorer => mouse 2 click restart button this should work (sry for bad english)
