    Trouble with pictures

When I select the new viewer from start menu, a lot of my pictures have been duplicated. and I am having trouble deleting them or editing others. Keeps telling me I have to have permission to do so.

If you mean the App Photo's open the App up. Click the Settings Icon in the lower left corner. Make sure Linked Duplicates is turned ON.
The UAC prompt will pop up for each action you do (run as administrator) We don't advise you to, but you can turn UAC off.

Where do I turn UAC off at? Does that effect editing and deleting files too?

You may find universal apps don't run if you turn UAC off.
Where? Easy way- open Settings, search for UAC.
    Otherwise, Control Panel, User Accounts.

I'd suggest having a careful look at your photos with explorer or a different (desktop) viewer to see what's going on as regards duplication. They should only have been duplicated if you've done some sort of copy, of course.
