Have you tried turning off Fast Startup?
I have tried all the usual suspects.

It is probably something specific to my setup.

The issue did not happen with 1511 however.

Something in 1607 is different for my pc it seems.

I have spent many hours trying to solve this restart issue.

I am looking at all the esoteric causes now:///

Sounds like spinning dots anxieties. Have you checked msconfig to make sure "No GUI Boot" is not ticked in the Boot tab

No. It's not that. My MSConfig seems fine.

    I tried this.
It made no difference in my case.
The dots still kept spinning in both restart and shutdown after changing the pagefile location from my SSD to one of my mechanical drives.
However in restart the screen just goes to black and turns off and then the computer just stays on until a hard reset is done.
    Thanks for your input anyway.

Hope the solution below sorts the issue of the spinning dots for you

Turn on the Animate controls and elements inside windows visual effects setting.

    Thanks for this.

It solved one part of my issues with Win 10 1607.
The other annoying issue that occurred when I installed Win 10 1607 was that I cannot restart Win 10 1607.
It goes to the restart screen and then the screen goes black and the computer just hangs until I do a hard restart by pressing the reset button.
This did not happen when I had 1511 installed.
Still have not found a solution.

Variant of this issue with the Anniversary Edition 10.1.14393

I have lost the spinning dots, but only on the Welome screen which appears briefly as I log on.
i.e. the spining dots which should appear just before the word "Welcome"
Spinning dots on the Restart / Shutdown screens are fine though.
All settings seem in to be line with those advised earlier in this thread.
I have another machine with similar Graphics card (and driver revision) and it behaves normally.
Have tried all CP settings and registry keys which control visual eftects without success
    Totally baffled!
This was fine with build 10586 and indeed I believe with the initial upgrade to build 14393.
I think it may have happened after one of the recent cumulative updates to 14393

I am pretty sure this issue is due to graphic cards drivers. I have just installed 1607 from scratch and I have the spinning dots at restart, that is, with MS generic VGA drivers.
