Still possible to get the free upgrade, after downgrading to Windows7?

Couldn't find a good answer to this one.

If someone upgraded from Window 7 to Windows 10 (before July 29 this year)
and then reverted back to Windows 7 (also before July 29 this year).

Will they still be able to upgrade to Windows 10 again for free,
now that the free upgrade period is over?

Yes - you have a digital licence now. tied to your mobo id. You can reinstall at any time in future free of charge, and do not even need a key.
