Windows 10 won't shut down and fan won't stop running
My computer has been acting up since we had a bad storm last week. The power supply was on a surge protector which did not trip when the house's power went out. First, the computers fan is constantly running. When I check the BIOS the CPU is at + 88C and the fan continuously runs ~2600 RPM. Next, when I go to shut down the computer, it appears to work fine. The screen goes black, but the fan won't turn off. I can do a normal restart, but if the computer goes into sleep mode, I can't wake it. I am not sure if the two problems are related, but any advice would be great. I have tried shut down corrections as noted in previous forums ie turn off fast startup. Nothing has worked so far.

After shut down all HDD keeps running (1 internal and 2 external) and computer becomes unresponsive.
