Windows 10: MMC could not create the snap-in

MMC could not create the snap-in

I have been having problems with disk usage spikes on Windows 10 Pro (among many other things),
so I decided to check event viewer. Unfortunately I seem to be getting this error constantly.
Error is present in Event Viewer and Task Scheduler, but not Group Policy Editor.
I tried deleting MMC FX registry keys and rebooting(keys did not generate on start-up), searching in System 32 for mmc.exe.config(it is missing), sfc/ scannow and DISM Image repair(it reported OK), Disabling .Net in Features and probably other things which I can't remember now.

Update: Tried renaming machine.config to machine.config.old in C:\Windows\Microsoft.NET\Framework64\v4.0.30319\Config. ----> .old file remains nothing is generated.
I think I will reinstall Net framework see where i leads.
