Looks like you cut just that part from your screen shot. There is nothing that any of us can see when you do not post the whole screen shot of the desktop.
Are you using custom dpi settings to make things look larger on screen ?
What exactly are you referring to when you use the word "outlining"? In your screenshot I see some trucated text, but nothing that I'd call "outlining".
Yes, truncated text. I've done a clean install but the issue persists.
