Weird text outlining- Windows 10

My graphic driver is up to date. Running windows 10 ( Version 1511, OS Build 10586.494

Looks like you cut just that part from your screen shot. There is nothing that any of us can see when you do not post the whole screen shot of the desktop.

Are you using custom dpi settings to make things look larger on screen ?

Yes, truncated text. I've done a clean install but the issue persists.

OK. I asked because it was a little similar to this. See post 1 and 13. (Couldn't just find it yesterday).
Solved Could someone with an up to date 8.1 install check this.
