Windows 10 isn't working right, programs and search queues won't load

What started out as a issue regarding a corrupt Windows file that prevents my new PC from getting an internet connection via Ethernet has ended up become something even worse.

I just got my new PC on Saturday and when I first started up a day later on my new desk, the thing was hesitant to get an internet connection. The cable was okay and when I plugged it back in, the connection was okay. So I installed drivers and other useful programs that came in DVDs that went with the PC as well as download Chrome and Steam. However, after restarting the PC for some programs to install correctly, it stopped up again. I looked on diagnostics and apparently it had to do with a corrupt windows file which affects an "IP configuration". I looked at some fixes but I don't if these help or not.

I downloaded a program called ReImage Repair on my laptop and transferred the installation program over to my faulty new PC via flash drive. When I started the program however, it got stuck in the loading process. In fact, some features and programs weren't working right. Using the search toolbar next to the start button won't load anything and just give me moving dots across the top over and over again. And the steam startup update checker would stay there for minutes without giving me the failed connection window (again, no internet connection).

Whatever happened, I don't like it and I can't afford using a computer that I bought with my own money not work correctly. At this point there's really something wrong with it and I can't think of anything simple to deal with it. Any suggestions on what I need to do is okay with me.

If it was defective from the first time you used it, return it and get another or a refund.

Before you do that you should be able to restore it to it's factory new state. Contact ABS support (if they have one) and ask them how to do this. If that doesn't fix it then definitely return it.

Never mind, problem solved. I had a neighbor come over who attended an IT class and helped my problem. Apparently, I misplaced two different display ports (one for the monitor and one for my capture card). There are two different sets for the motherboard and the GPU. I may have put both cables into different sets which may have stirred something up.

Edit: What I meant to say was that we went over a clean reinstall to fix it. The display ports may have been a problem but something may have occurred before purchasing the PC.
