    there was a problem resetting

So I have a computer that I decided to reset, I picked the one bellow the quick reset to clean everything. It took a while, so I did something else. When I came back, it had an error that said "there was a problem resetting" it only gave me the option to cancel so I pressed it. It gave me options later on and I pressed the one that said "continue back to Windows 10" After I pressed that, it rebooted my computer and now it wouldn't even open the windows log in. It just makes the noise (the noice that comes out when you start your pc) over and over while my screen keeps starting over and over not even reaching the windows log in.

Unexpected outcome. I am feeling sorry to know it, because reset usually does not fail in this fashion.

I would suggest you to recover the user files using Windows 10 Recovery Tools - Bootable PE Rescue Disk and then go for a Clean Reinstall.

How would I be able to download the recover tool when my PC can't even open up to the log in point? Do I need to download it in a different PC and put it in a USB? I know no knowledge about computer sorry

Yes, at that point you need a different PC to get the recovery tools ISO image. Then use the USB method as you said.
