    Yeah I noticed that # converting to %23 in Excel Online, whatever I do. I am unable to find a solution for this, I think I have to try the Google Docs Sheet or something. Have to check from John if the Google Docs tags work or not...

    Funny thing, the links worked if copied and pasted in browser.

    Try anchoring the URL to the text in Excel. Seemed to work for me.
    Getting the sheet here was more work than the other testing.

    The sheet below was created using the HYPERLINK function as opposed to anchoring the URL to the text)
