I'm thinking you skipped the word Sync? If that's the case, yes, you can sync them using OneDrive.

Not yet, but it's apparently coming in Windows 10 Redstone.

"The app, which is still in development, will eventually let users unlock their Windows 10 PCs running the Anniversary Update via Bluetooth (aka presence) detection. That feature is not yet available as far as we can tell"

I don't know, it's not available yet. However, when that feature is introduced I would be pretty surprised if it wasn't available on the Android version of the Microsoft Authenticator app. If anything, the Android version will probably get it first.
