Apps not responding, system error restarting

Windows 10 seemed to work great in the beginning and then about 2 weeks ago I started having issues. Now I am unable to do anything within windows 10. All apps non responsive and shortly after I have attempted to open anything, system has an error and computer restarts.
I have contacted Microsoft and was told that out of courtesy they would take a look and if problem was simple enough try would fix it. Well I take it wasn't easy or simple as I was then told that Microsoft has an Assure plan for $150.00 a year which would give me 24/7 Support help. Unfortunately I don't have an extra 150 at the moment nor do I have a working computer. Thank goodness for my tablet so I can get here to see if someone might be able to help me. At the moment, I am once again trying a reset.

3 suggestions : Please use the suggestions in the order they are listed.

    1. Create another user account with exactly the same privileges as the one you are using > login to it > see if the problems you described still persist.

    2. Re-install and re-register Windows apps

Thank you David for replying to my post and I apologize for not getting back sooner.

Unfortunately I was unable to do a thing after this post. As I attempted to do anything I could not get my system to even allow me into safe mode and all else ended up at a dead end for repair or even to reinstall. In middle of move, I had lost my installation disks for Windows 7 and without having the prod number, I decided to purchase a Windows 10 full version and do a clean install.
After fudging around I was finally able to get the install completed and just loaded apps which I only needed for now to make sure all was good and about three days later...trouble. Once again all apps and task bar was non responsive and the restarting began.
I then went to attempt a repair or diagnose and came back could not repair. Tried other choices I had and once again nothing. Frustrated and highly irritated, I shut it all down and got on my laptop.
after a night of reading I decided to try somethings. I had a really tough time getting into safe mode but once there I did a sfc /scannow at first it came up with can not repair. Then I tried it again and it repaired some I believe but could not repair all and a opencl.dll file is corrupt and so is other for store.
I exited and decided to review further but once I tried to get back into system, it wouldn't let me at all.
What I have read to some degree is that the opencl.dll file is connected to Nvidia graphic card. Supposedly MS and Nvidia is aware of this issue for sometime but I assume no remedy has been made.
    My question now is this...
I bought Windows 10 full version thinking the problem was with all the upgrading and other apps I had on my computer. Now Do I reinstall windows 10 without addressing the Nvidia opencl.dll issue and end up with the problems again? or Change out my graphics card to other than Nvidia and reload? or Find a new Windows 7 and just go back and wait for issues to be fixed before going back to windows 10? or might someone else have another idea to try?
I could also pay MS $150.00 to have access to support for a year as they suggested.
