Seeing you are from Morocco made me think Arabic. I would suggest then to try a System File Checker and DISM commands.
If you right click the Start Menu you can select the (Admin) Command Prompt and copy and paste this into it and press enter, let it finish.....
sfc /scannow
After that finishes at the same open (Admin) Command Prompt, copy and paste this int it and press enter, let it finish.....
Dism /Online /Cleanup-Image /RestoreHealth
After it completes restart the PC.
If this does not help i would suggest a Repair Install of Windows 10.

Must have been some application/program that has localization. I get some things in Serbian although my windows is single language, English US. If there's a letter in Cyrillic or other unrecognized character like č.ć š etc. it shows alt-character instead and that's what those characters on the picture are.

I tried the command prompt method but it didn't work, weird text is still there, a PC Refresh would probably fix it but I don't wanna lose my softwares, yes I know that data isn't going to be lost cause it's a Refresh not a Reset. I remember I tried a refresh on Windows 8 and lost all my installed softwares.
What was shown when you did the SFC command, No integrity violations ? What about DISM, Restore completed successfully ? These command may need to be done more then once together and reboot again to fix some issues.

If you have another solution these 2 were my last thoughts on how to resolve this. Sometimes a Refresh through Windows does not always work well.
It is always best to backup all important documents, files and third party software before attempting any Reset and Repair. Question, any system restore points before this happened ? System Restore Windows 10
