Pictures won't open

Try resetting the association for the graphics extensions you are having trouble with from Option 2 of this:
Default File Type Associations - Restore in Windows 10 - Windows 10 Forums

Also take a little time to become aware of the great range of tutorials which include ways to fix things in the Tutorials section from which this comes.

You should have tried sfc /scannow.

Have you tried the suggestion as offered in post #2 too?
What is the result?

If still unsuccessful, I would say that a clean reinstall of windows will be the best way to get rid of this issue.
