OK so I'm unsure of what you mean by open your video card. Do you mean open the display adapter in devices? Open the Intel HD Graphics Control panel or Control Panel /Appearance and Personalisation /display or System Display screen. All allow you to change your resolution.
Can you be more explicit in your instructions
I mentioned NVidia because that is what I have. For me its just that one PC when connected to that TV. When I connect a monitor to that PC the image is the correct size, even on a 1080p monitor. I don't have anything with Intel garphics, sorry, I don't know what the menus look like.
In the NVidia control panel its listed as "Adjust desktop size and position" Look for something like that? In there I have a Resize option where I can move the sides of the screen image in and out to fit the screen. Wish I could be more help. Everything I have is either NVidia or AMD Catalyst.
On my Panasonic TV, I had to go in to the TV settings and change the HD Size to fix that. Not sure if you have that on your Samsung.
