What happens if you left click at Start button > left side, click Settings > click Update & securities > right side, click Check for updates button ?
Do you see green dots running left to right ?
Will it start to download updates afterwards ?

That message is strange because my computer is not bound to any domain and is not on any Homegroup so I don't know why it shows

I have disabled automatic updates, could that be the problem?

    Now you tell me.
    Better undo the disable option.

OK I did that and restarted but still has the same message. Is there a registry issue that I need to sort out?

    I apologize.
    I am out of ideas.

Please wait for some real experts to come along and help you. I don't have enough knowledge to help any further.
    Good luck and thank you.
