    Update: During the week end I tried to fix the problem using yours and other forums suggestions. Unfortunately none worked =(
    Btw there was a fix that reduced the stuttering, now it happend every 10 minutes, and I think that for now is acceptable. What that seems done the job was disable superfetch and bits services as suggested from PontiacGTX @ Overclock Forum.
    I hope that this problem does not pop out anymore this frequently.
    I keep updated you in the future if I find a permanent fix and for now, thank you.

    Hi, thanks. Latency is a problem with no single solution.. and a pain to try to diagnose.

    Would you mind documenting how to do that for anyone reading this? I'll add it to my notes, as this will be a recurrent issue and there are other current threads. Thanks.

    For solve the problem i decided to bought a new SSD and install a new clean version of Win 10 pro 64bit on it with an USB.
    So I've done a clean install and once logged into my new windows 10 I noticed that the "App not opening problem" was fixed, but not the stuttering.
    I've tried lot of fixes found online on various forums, only 1 thing seems to work, I've changed a parameter in the power save advanced settings, the problem seems to be gone, but after few days it riappeared.

    Problem/Issue:
    Call it as you wish, stuttering, freeze or something else: once every 5 to 20 seconds everything on-screen freezes for some tenths of a second. Browsing internet or using worksheets I can't notice it, but as soon as I listen to audio i can notice it.
    Watching a video or playing is where I notice it the most; for some tenths of a second every 10 seconds audio and video freeze and enjoy my computer is impossible.

    Components:
    Monitor: ASUS Rog Swift PG279Q
    CPU: Intel core I7-2600K @ 4.5GHz Water cooled with Corsair H100i GTX
    GPU: Gigabyte GTX 980Ti
    MOBA: AsRock Z77 Extreme4
    RAM: Corsair Vengeance Blue Low Profile 1600MHz 8GB (2x4GB)
    Audio Card: Asus Xonar DX XD
    Power Supply: Corsair AX860 watt
    SSD with windows 10: SanDisk Ultra II 960GB
    SSD: OCZ Vertex 4 128GB
    HDD: 2 x Western Digital Caviar Green 2TB + 2TB external hard drive
    Case: Big Tower Aerocool XPredator White

    Peripherals
    Keyboard: Corsair K70 RGB
    Mice: Cyborg R.A.T. 7
    Headset: Turtle Beach x41 7.1
    Mic: Samson Go Mic
    Router: AVM FRITZ! Box 3490

    What I've Tried since now:
    Updated audio and video cards driver, installed all windows updates, disabled the sending data to microsoft, changed audio output codec and frequency, disabled audio card, update realtek drivers, changed audio output, disabled g-sync, changed timer resolution in windows 10, stopped all backgrounds softwares but nothing helped.

    I work 8 hours at day 5 day a week, stay out of home 11 hours at day (not the weekend), and coming home and can't play because of my Operating System frustates me a lot that's why I'm asking your help and I'm offering 10€ for the one that definitively solve my problem.

    This is a probable solution to your issue. I noticed many people updating their drivers and that causes some changes to the performance or the hardware. Some files are not needed after these changes and these can cause performance issues or in your case stuttering and audio issues. You simply go to Device Manager --> File ---> Options, and there will be button to permanently delete files that are not needed and use a certain amount of disk usage. This fixed it for me and i hope it will work for you.

    The files to be deleted this way are described as "changes to the view of a console file are saved in your profile." These are not duplicate or obsolete driver files -- you need a tool like DriverStore Explorer aka RAPR.exe -- to remove those. Instead these files simply store changes you've made to the way management consoles for windows are viewed on your system. In most cases, this doesn't recover much file space anyway. Thus, for example, this frees up a niggling ~659KB on my production desktop:

    There are lots of more effective ways to free up disk space on Windows PCs. @Brink has a nice TenForums tutorial on this very topic, in fact: Free Up Drive Space in Windows 10.
