Failed to connect to a windows service...

This is the second time I've had this issue. In February 2016, after a regular upgrade, I started getting this message. I began having multiple issues with my PC after that, so took it to professionals to fix it. $150 later all is well.

Until now. Same issue again. Again after a regular Microsoft upgrade.

This time I get another notice when I shut down; blue screen, "Task Host Window stopping background tasks\Microsoft\windows\windowsupdate\automaticappupdate. I don't have any idea what that automatic app update might be, nor do I have any idea how to find out.

I'm very frustrated by this, I've called the computer support folks who fixed it last time, they find this problem 'fascinating.
I find it aggravating. What I want to know is this: Is this an ongoing issue with Windows 10? Is it happening when the regular Microsoft upgrades are pushed? If so, I am not pleased with already shelling out $150 to fix it the first time, and now looking at another $60 (at least) to get a diagnostic done.

I'm not a luddite but nor am I savvy enough to do my own diagnostics. I'm mad as hell.

I haven't updated this thread for a while. My pc is working again and has for a while. One day I noticed windows updates were coming through (were they coming through because it was fixed by something else or did the updates fix it, I don' know, I only know it takes care of itself after a long time). From then on it has worked fine. I did take the time to uninstall chrome. I am not happy about this, but, because other similar threads pointed towards chrome I wanted to eliminate anything that might be causing it. Opera is working fine for me.

Does anyone know enough to know (logs etc.) where there might be more information about the root cause of this? The problem is when it was happening to me you seem to be shut out of all administrator type tools, and then when it starts working again you are so happy you just let it be.
