I do not think so but I am having memory issues. Is there a way for me to check to see if I am?

You could test trying to download the file while in InPrivate Browsing for IE11.

I do not have IE on my task bar. I've been using chrome since I read and article noting that is it the most hacked browser. I can not figure how to get it on to the task bar. I took quite awhile to just get it open. Dang, I in inadvertently closed it will try to figure out how I got it open before.

Dang All Apps is not in my start menu. When I Left click the Apps that come up it is only the "Most used"Reg/batch to disable "Open File - Security Warning"-001156.jpg

That would be the Win+X Quick Links menu instead.

You can press the Windows key to open the Start menu to see the all apps list on the left side. :)

That is the menu that is accessed by right-clicking the Start button [the symbol of the Start button is the same as the Windows key on the keyboard]. Left clicking the Start button will have scrollable list of programs, IE11 is in the W section and Windows Accessories. As mentioned by Brink it's subject to how one works with the Start button, everything is on there somewhere.
