No response if I Right click (Windows Icon on the Taskbar)

    "The problem however would point mainly at an OS related issue which require a few last resort options such as an in place Upgrade to Repair or even a full fresh copy of 10 being seen to" = OK

    "Insider Preview build" = Not a Insider Preview member

    "The OP is running 10586.164." = Yes I just rechecked that.

    "Please follow my instructions to the letter.........................." = OK

    Before you start re-installing Windows - create a new local user account, login to the new user account and see if the problem exists in a new user account. If the problem goes away, then it is the old user account that is corrupted, not the Windows installation.

    Unfortunately "upgrade to repair install outlined in the guide seen at Repair Install Windows 10 with an In-place Upgrade - Windows 10 Forums ' did Not solve the problem

    I have burned the New ISO to a DVD and can do a complete Clean Install .

    If I'm having this Problem it is possible that there are other "Problems" that have not yet shown up . Opinion ?

    You were given an advice to create a new user account to check if the old account is corrupted or not. Post #12.
    Suggest that you heed the advice.

    LEFT click at programs and Feature will suffice.

    Your initial question was .........................

    So now, Control Panel Home is opened and you have Programs and Features.
    So, what is the problem ?

    That is a clear and precise reply. Your post #15 is not, and I misunderstood you.


    Now that you've concluded that your old account is corrupted, backup any personal files you want to keep, then delete the corrupt account.
    I always tell people under this situation that they will have to reinstall all their 3rd party programs.
    Someone once said I did not have to do that. But I don't know a better way.

    You can keep your same Microsoft Account login, if you are using MS Account login. Convert you old user account to a local account to disassociate the MS Account login with it. Convert your new user account to a MS Account login and assign it your existing MS Account. Then copy over your personal files you want to keep and delete the old user account that you converted to a local account.

    This will have no affect on any user accounts you might have on other computers.

    A clean install of Windows 10 would fix the problem too, but not because Windows itself was fixed, it would be because a clean install would also delete the old corrupted user account.
