    If you know where the file is located and use Windows Explorer, or if you Search and locate the file, then just drag the file to the Taskbar to pin it there.

    Since we are talking about a txt file, the icon on the Taskbar links to Notepad.exe. Left-click runs Notepad. Right-click gives options to run the specific txt file or Notepad. And if you do the same for other txt files, those files are added to the options.

    If you are using the Modern Interface, I don't have a clue.
