    OK Can someone explain why these two menus (which should be identical) contain different files?

    64-bit Windows 10 Pro build 17046

    The folders in "This PC" point to your "C:\Users" folder to location.

    The other are libraries instead that are only collections of included folders in each library. They include more than just the same locations in This PC.

    They are separate locations.

    Oh, then I'm trying to change those "This PC" folders versus the Libraries.

    You could change the storage location of your user folders using the tutorial below so that when you open them from "This PC", they'll open to the storage location you specified below.

    Answer is in the #2 post on first page.
    Moving of the location is the same as in Windows 7. Select properties of folder (Music, Documents etc) and under Location tab select Move...
    I have such arrangement for years. System(s) on C: and D: and all the files somewhere else on different drive.
