Okay. You're probably going to need to refresh the system, but before you do that, maybe we can try something else:
Go back into safe mode, in Device Manager, and remove the Teredo Tunneling completely (do not reinstall it).
Put the system in a clean boot mode, and see if you can boot to the desktop in a regular (but clean) boot.
If you can get logged in, I would suggest a repair install using an in-place upgrade. (A repair install can not be done in safe mode.)
If you can not get logged in using the clean boot, you may try a refresh. (Please make sure your data is backed up before doing this.) You will have the option to keep all your files, but all apps that do not come with the OS will be removed.
Thanks I went into device manager and unistalled teredo and I tried a clean boot and no change so I'm resetting my pc now it's at 8% so I'll let you know when it's done and see if there's a change
Ok thanks it was the same as before no diffrent after the reset
had same problem (after system restore from backup image made with macrium) it was strange lots of things seems to be working for example I could connect to network shares on that PC, monitor sleep timer worked fine, etc.. but screen was stuck on start spinning circle. Had to reinstall could not find solution in reasonable time frame.
