I was googling around and came across this fantastic little utility called TouchZoomDesktop
I normally wouldn't post links like this but the utility is just so darn useful on Windows 10 tablets. I am in no way affiliated with the software developer.
The utility allows pinch zooming on the desktop and any application that might be open. I have found it very useful to navigate desktop apps or Windows settings that just weren't designed for touch. It kind of bridges the gap between Windows desktop and tablet usage (not modes, that's another story).
Microsoft, if you're listening, definitely consider baking this functionality into the OS!
