Power light on but no boot

    ah well in that case you need to make a bootable usb or dvd , if that fails it could be psu , mobo , hard drive failiure , ram issues allsorts which we can troubleshoot , sounds though like its prolly just a windoiws issue. (wpul;dnt hurt to make sure everything is plugged into your mobo properly too especially the 24 pin plug on the left side :)

    I can see that the NUM Lock and Caps Lock LEDs on the keyboard toggle on and off. I don't think it's a power button because the fans turn on when I power on. I've cleared the CMOS and there is no change in symptoms. I'm trying to work my way through DELL's No POST/No Power/No Video article, but I'm not clear what the diagnostic LEDs are that they mention...

    If the PSU has failed you can still receive power - it's just not enough to boot up

    Perhaps get on of these:-

    Leegoal 20 / 24-pin Power Supply Tester for ATX / SATA / HDD, Black: Amazon.co.uk: Computers Accessories

    It helped me determine the faulty PSU when exactly the same thing happened to me. I just bought a new PSU and I was back in action. The pic of your computer's PSU connections look standard but Dell can be a right git as they sometimes use propitiatory connections.

    Is there a way to test the power supply without ordering and awaiting delivery of a commercial tester? Given the sequence of events that led up to this failure, it just doesn't read power supply.

    At this stage, I am not sure it's a windows issue as the hard drive/os is out of the loop and the OP is not getting access to the bios. Let's hope I am wrong.

    I don't know - a tester is the best way....maybe your local computer/technical store will have one. A faulty PSU or other hardware like RAM could have caused the issues in windows which in turn led you down the safe mode path and the problems you are facing.

    I removed all peripherals except keyboard, mouse, and monitor, and drained power and restarted it -- this time it restarted in Safe Mode.

    That's great!!! glad to hear you are back on track albeit in safe mode. Can you access the full OS?
