I was curious and found THIS. I only briefed it, so I'm not certain if it works with the 'lock screen' image or not, however there is some info about the "Smart Screen." I did read something about using your own images "at regular intervals," which I kow is not what you were looking for, but I did not read through everything. It's also for Win-8.1, but I would suspect if it has that option, then Win-10 might as well.

You actually have to disable the Lock Screen. There is Windows 10 Login Background Changer. The lock screen is not needed for home use. It is just one extra step that you can turn off.
